1. Transparency
1.1 Our delivery process and the work items currently in progress within it are easily visible to all involved and interested parties
1.2 We have visibility of work items due to enter the delivery process soon
1.3 We can see which work items are blocked and for what reason
1.4 We distinguish different work items according to how they're processed, their source, and their urgency
1.5 We identify dependencies between work items in good time and sequence them accordingly
1.6 We identify and manage dependencies on external teams or services
1.7 We share progress on our work frequently and are quick to collaborate as the need or opportunity arises
1.8 We review regularly the overall effectiveness of the end-to-end delivery process and the policies that govern it

2. Balance

3. Collaboration
3.1 Our policies and structure promote effective collaboration across the organisation

3.3 We work with those whose needs we are meeting in order to understand, shape and size potential work before committing to deliver it
3.4 We cooperate throughout the delivery process to ensure the smooth transition of completed work into live use
3.5 We meet frequently to share with each other what we're discovering in the course of our work
3.6 Our experiments in organisation and process do not compromise corporate or employee welfare
3.7 We often work together in small groups, developing our shared understanding as we focus our efforts, knowledge, and skills on finishing work more quickly

4. Customer Focus
4.1 We seek to align our work to shared goals, prioritising for maximum impact
4.2 We manage potential work as 'options for selection' rather than 'orders for fulfillment'
4.3 We take care to understand the needs that will be fulfilled by our work and to explore the circumstances in which those needs arise
4.4 Early in the process we identify how each work item's anticipated benefits will be validated after delivery
4.5 We incorporate customer feedback into our work throughout the delivery process
4.6 We continue to own work items until the customer confirms that their needs are being met

5. Flow
5.1 We always have a ready supply of small and well-enough understood work items to ensure a strong and reliable flow of value
5.2 We have the flexibility to make customer releases as soon as we have something of value available
5.3 We can prioritise work items of exceptional value or risk for earlier delivery over other work items
5.4 We can predict with reasonable confidence how long it will take to deliver work of typical value and risk
5.5 We understand the performance of our delivery system in sufficient detail to make timely decisions, to set appropriate expectations, and to focus our improvement efforts
5.6 We proactively identify and address dependencies, bottlenecks and other causes of delay
5.7 We minimise the cost and impact of rework by testing our assumptions at the earliest opportunity

6. Leadership
6.1 Our vision and purpose are clear to us, our customers, and our stakeholders
6.2 Together, we strive to meet customer needs, improve our delivery systems, and develop new capabilities; in all three pursuits we are appropriately recognised, supported, and rewarded
6.3 We all share the responsibility to seek clarification, to highlight problems, and to come up with improvement ideas
