OPS Framework(FW) scrum team tactical plan:
Scope:
There are other framework teams that will by default define the scope of the OPS FW team. DPMS, M2, front-end all have FW teams and thus the scope of the OPS team is limited to service level OPS and PYD
Epics and tasks categorized in 2 areas:
Long term strategic business functionality (3+ months out)
Technical debt

Next steps(Provided by Walter Schenk – Development) :
Engage business owners: in order to have a sufficient backlog for the OPS FW team, we need a sufficient list of stories that are strategic in nature. We have a list of stories and tasks but they are generally less than 3 months out and may not be the right stories for a FW team
Engage the architecture team: the long term technical implementation strategy is highly dependent on the direction set by the architecture team
Propose a set of technical debt items to be implemented. Currently, tech teams are in the process of running a small POC for use of JSON in Oracle and testing its performance. This was a high-importance item of the architecture team (Peter Shen). There are many other technical debt issues that they want to propose as FW stories
Resource allocation: Need to allocate appropriately skilled resources. Review of the Value Stream teams (mainly Zelle) resources may provide some resources. Resources must be subject matter knowledgeable. For example, moving a Bill Pay resource into an OPS team requires a lengthy learning period and may not be ideal. Walter and Devika from Amol’s team will provide the FW team composition

*This approach is provided by Dev and QA for Zelle teams. We have asked them for the FW team roster for all 8 STM teams in scope

Blocker: Dev team has built the backlog for one FW team (OPS FW) which was reviewed with Zelle PO/business. Dev and QA are working on FW team roster but its taking a bit longer to finalize. For any resources which are moved to Framework team from Business scrum team, Dev leadership would need to discuss it with Business leadership. We have requested them to expedite the process as this transition is targeted for completion in Q3.
Dev has only completed OPS FW backlog analysis. Backlog analysis still pending for remaining payments teams for additional FW teams.
