Set lock screen background to lock-time screenshot

Make sure "OEMBackground" DWORD is created and set to 1 in "HKEYLOCALMACHINE Software Policies Microsoft Windows System"

Have Autohotkey capture the screen on Win+L. Crop that image to the main monitor's size. Blur the image heavily, then save it to %System32%oobeinfobackgrounds .
